Permits obtained

How this closesHand in your document — Submitting it closes this step. We keep a copy for your record — we never file or submit anything for you.

Why this matters

Permits are usually the longest single stretch of a rebuild and the one owners have least visibility into. They are also where an avoidable mistake costs the most, because a submission that comes back for corrections does not pause for a week. It goes to the back of a queue.

The other reason to treat this carefully is that the permit is not the finish line. The certificate of occupancy is. Businesses have finished construction and found they could not legally open, which is a terrible thing to discover with staff hired and stock ordered.

Before you start

Establish which jurisdiction you are actually in, before you read a single guidance page. This is not obvious in this county and it decides everything that follows. The City of Los Angeles, the County, and independent cities each run their own building and safety function, and a street address a mile from a city boundary can be in the other one. Altadena is unincorporated County. Pasadena is its own city. Get this right first.

After declared disasters, jurisdictions in this county have operated recovery permit centers and expedited paths for rebuilding, sometimes with fee waivers and sometimes allowing a like-for-like rebuild to move faster than a redesign. What exists, where, and for how long changes. Ask your jurisdiction directly what disaster rebuild path is open to you today. Not yet confirmed by LAEDC. This is the single most valuable question you can ask, because the expedited path and the standard path are different processes.
