Vendor registration completed in procurement portals

How this closesHand in your document — Submitting it closes this step. We keep a copy for your record — we never file or submit anything for you.

Why this matters

You cannot be awarded a contract you cannot see, and you cannot see most contracts without being registered. Registration is also where your NAICS codes get set: the classification buyers search by. Get those wrong and you are invisible to the people looking for exactly what you sell.

Most businesses register in one portal and stop. The opportunities are spread across federal, state, regional and city systems, and they do not talk to each other.

The order it goes in

  1. Federal: register in SAM.gov, get a UEI. Free, and the base for everything federal.
  2. State: certify with CA-DGS through Cal eProcure.
  3. Regional: request recognition of that DGS certification on RAMP, which serves LA County and its cities.
  4. City of LA: LSBE is applied for directly with the City CORE section, not through DGS.
  5. Utilities: a separate track through the CPUC supplier clearinghouse.

Businesses lose months here because nobody tells them the order.

Before you start

Have your EIN, entity documents, business bank account details, and your NAICS codes. If you do not know your codes, find them before you start. They are the single most consequential field in the whole process.

Registration is free in every system below. Anyone charging you to register in SAM.gov is selling you something you can do yourself.

The rest of this step is for LAEDC clients

The steps themselves, the questions worth asking Pathfinder, where to send your document, and who to call when you get stuck. An account is free, it keeps your progress, and it connects you to an advisor who works with businesses like yours.
